This report establishes a baseline for how much of the federal government’s procurement spending in BC is actually reaching BC-based Indigenous businesses. Drawing on Indigenous Services Canada and PSPC data for fiscal year 2023-24, it finds that BC-based Indigenous businesses received just 0.305% of the $9.6 billion in federal contracts awarded to BC-based vendors — far below the federal government’s 5% mandatory target, representing an estimated annual gap of $451 million.
The report also draws on FNBDA’s Membership Procurement Benchmarking Survey to explain why: most responding member Development Corporations report no dedicated procurement officer, limited bid-readiness, and persistent barriers navigating federal procurement portals.
The findings point to specific, actionable opportunities for departmental engagement, member readiness support, and improved data tracking going forward.
